It is the smallest of the three East Coast price districts and the one furthest from Gulf Coast pipelines: no propane is produced here and none arrives by trunk line, so every gallon comes in by ship, rail or truck. Heating oil still heats more New England homes than propane does, which concentrates propane demand in the towns and newer subdivisions the gas mains never reached, plus a delivered-fuel market that competes directly with oil on price. EIA does not publish a separate wholesale price for New England, so this chart carries the residential line alone; the wholesale side of the delivery-cost stack has to be read off the [East Coast (PADD 1) price](/region/padd1) instead, which does carry both lines. What that means in practice: a winter storm that closes a port or a road here moves the delivered price on a freight problem, not a Mont Belvieu problem, which is why this region's price can diverge from the Gulf Coast hub more than any other on the site. Propane's importance varies sharply within the six states: Vermont and New Hampshire lean on it far more than the region average, since neither has much natural gas service outside a handful of towns, while urban Massachusetts and Rhode Island run mostly on gas and propane fills in around the edges.
