Its shape over a season is set by the coldest, heaviest-consuming states as much as by the mild ones, so a sharp Midwest or Northeast cold snap can move the US line more than the thermometer in most of the country would suggest. The survey goes quiet April through September, and the last reading holds until the fall restart. The wholesale line on this chart is the national counterpart: dealers' average cost at the rack, before delivery, tank service and margin. The gap between the two is the delivered-service stack, tracked on [US residential vs wholesale](/spreads/us). Both lines sit above the physical source of the number, the [Mont Belvieu spot price](/spot/mont-belvieu), which trades daily year-round and is where every regional rack price starts. The figure itself comes from EIA's State Heating Oil and Propane Program, a weekly telephone survey of retail dealers in each of the 38 surveyed states, run October through March and published every Wednesday afternoon. This US line is the volume-weighted average of those state surveys, not a separate national poll, so it moves hardest when the states that use the most propane, mainly the Midwest and Northeast, turn colder.
